With some agencies, DM's actually do teach. That is part of the rating. To be able to take over for the instructor at any time. In open water, the pool, and the classroom. The internship of 4-6 months is actually the IDC. You learn to teach by actually teaching under instructor supervision. All aspects of the courses.
Team teaching is common so that when you actually do the instructor exam that is bascially just, "ok I think you're ready. The exam is in two weeks. It'll be 4 days from 9am til whenever we finish at night."
No cramming for 7 days to basically pass a test.
When you get the card at the end of the exam, if you get it, you are ready to teach independently the next day if need be.
