a point comes when there is no common sense in the policies issued. i believe in the 40% rule. i am also a psi inspector. comflicts comflicts comflicts. there are laws that are made to regulate these items and do not specify levels, only that those levels will be in compliance with GUIDLINES ect such as gsa ect. if gsa does not want to be sued is will be ultra conservative. like the 23.5 rule. some one could pp fill to get 23.5. so make that the limit. to do so would make pure o2 at a very low presure and top off with air. i think that it is a partial presure issue in that o2 at low presure is not a problem. how do you manage that though. that would mean that an lp tank treats 60% o2 as air and a hp tank treats it as pure o2. it is clear to me that the 23.5 rule is a one rule for all based on the worst scenerio. pure o2 in a cylendar with an inch of oil in the bottom of it dropped from the empire state building and hit with lightning. regulated to those standards no one should get sued if kept under 23.5.

this reminds me of the no high o2 in a titanium regulator rule. hmmmmm looking it up o2 is not a problem untill depending where you look psi is greater than 40,000. i can see how that applies to diving regs. one rule fits all. common sense will not apply. regulations are made to if possible to ELIMINATE hazardous results. it is a wonder we can dive at all. ppo2 will get reduced to 1.0 in the future to be SAFE. get a couple of crack heads get into trouble at 80 ft and it will be the lax standards of ppo2 that caused the problems not the drugs. if one person is hurt because of the regulation then the reg is not consertive enough. to prove it why do superman costumes carry a warning that the cape does not allow the user to fly. when a real danger assessment gets released is it any wonder that it is ignored as over reaction.
