usually when I hover over the title of a thread with the cusor I get a small box with a preview of the text...that no longer happens. Has it been disabled or is it a bug?

I still get it.
The page must be "static" in order to see them. If you click on a link and you're waiting for the new page to load (but the old page is still visible) it won't give you a text preview on any thread on the old page.
