Thanks to all who replied about testing the regulator first. I guess it's common sense to test it out first but I just wasn't sure given the "brand new" aspect of it. For example, you wouldn't take a brand new car to a mechanic to get it tested first, right?
Anyway, the LDS can charge whatever they want for whatever service they offer. And as a consumer I'll make my own choices as well. I'm sure we can all meet in the middle ground somewhere.
