What exactly are we looking at (or what is the point perhaps I should say)?

It looks like one computer is displaying current depth of 19 fsw and NDL (?) of 99 minutes.

The other computer seems to be displaying 19 fsw and a bottom time of 38 minutes.

I'm not sure what you are trying to convey with this post?

The RBT is irrelevant, as the UWATEC is probably calculating your remaining air time too, so it shows 38 minutes. Whereas, the Mares, like most all computers not AI will show 99 minutes of RBT in such shallow water.

What are the compass features like on both, which one's better?

Probably ... but my air time at 19ft with an HP 100 is way more than 38 minutes :D

I haven't tested the Icon 's compass yet.
The Galileo's one is very good. In more than 100 dives with it, it tricked me only once

I have more than 100 dives on the Galileo. I dive with lenses and I love DCs with large numbers .... I mainly use the Galileo in "Light Mode"

So far I have only one dive on the Icon HD ... too early to tell.

Anyway, since we are working with both manufacturers ..... don't ask me if one DC is better than the other ..... I like them both :D
