nope. The HP tank is physically smaller internally.

Think about it. If 2 tanks have the same air content but the pressure is greater in one the the other must have a greater internal volume.
80cf/ 3500psi * 14.5 psi (atmospheric air pressure) =0.33 CF
80cf/ 3000psi * 14.5 psi=0.386
So the steel will be smaller on the inside and because its stonger and the walls can be thinner it will also be smaller on the outside.
