Tank Valve Leaking From an Odd Area.

Snug the nut up a bit, give it a try. Worst case you'll have to replace the copper crush washer and maybe the #10 oring on the valve shaft. Either way, no need to drain the tank for this repair. (assuming it only leaks when the valve is open)

Take it back to your tank person. They should fix it while you wait.
 
Bent stem from hitting the handwheel with a hammer. Probably drained the air and had the handwheel fully open when thy hit it. Leverage, she's a bitch! Have them take it apart while you're watching to see.

Poor tech service for not catching it in house.
 
In this case I would empty the tank (preferably by diving) and remove the valve, inspect the tank, fix the valve, and re-install. It's not just that the 'tech' didn't catch the leak, he caused it. So, if it were me, I'd want to check all his work. I'd especially look for flash rust in the tank.
 
Don’t get radical just yet. Probably easier to try to fix it yourself than a trip to the dive shop that failed you.

See the diagram below-not exactly the same valve, but close enough for government work. Make sure the air if off and you have no leak.

You may have to modify a thin flat blade screwdriver (cut a notch) to:
Remove item 7,9,6, and 10.
Re-torque item 4.
Temporarily install the knob so you can operate the valve.
Temporarily install a regulator and open the valve.
Leak stopped? Turn gas off and put everything back together-you’re done.
Leak not stopped? Turn gas off and take it back to the shop
………………………. Or…………………………..
Remove item 4 and replace item 17 (and 16 if you have one, but I don’t think you would be asking your question if you did.)
Inspect 8 for anomalies, if OK put everything back together. If not OK, take back to shop and have them make good on the repair.

 
couv is right. No need to get radical, no need to drain the tank, no need to assume things are bent up, no need to rip everything apart for re-inspection.... not yet anyway.

It's usually a simple fix.
