Nope. You'll find out if there is a slow leak easily enough, by watching the pressure drop or hearing the hiss. The gas stove is checked because it is a feed line and produces a gas that could kill you.

The problem with a scuba tank is that you find out about the leaking tank, after paying for a VIP and fill, when you hook your reg up at the quarry and find you only have 800PSI. I can tell you from experience that tank leaks aren't necessarily audible and may take a couple of days to bleed down. Gas stoves are also checked with soapy water because that method absolutely works.

I'm not disagreeing with what you said. I am just answering your question. The standard for Visual Inspections does not include checking for a leak with soapy water. In theory, the vis is a tank only inspection and doesn't include valve servicing (although the burst disk and the tank o-ring may be replaced.)

A leak in the feed line to your gas stove can kill you and will not stop on its own. A leak in your tank will not kill you if you keep a weather eye on your SPG. Can lead to missed or short dives yes, but kill you like natural gas can -nope.
 
To finisher the story. The buyer phoned to tell the seller about the problem and was told by the seller " bring them back and I will get a independent store to vip and refill them. If there is a problem you can gladly have your money back" the buyer phoned later and asked "if you are going to get them vip'd how about you get them o2 cleaned and pay half" the seller said "no bring them back and I will give you your money back".
This was done.
