If you are going to a dive shop for fills and they don't want to sell you air, they don't have to.

Businesses that operate cylinder filling stations are required by OSHA to provide Training to employees operating filling equipment. Topic includes pre-fill inspection, proper techniques, system maintence, and emergency procedures. As fill systems vary greatly, this course is customized to specific fill operational procedures. Course times vary from 3-4 hrs.
