Verizon Wireless has "Nationwide plus Mexico" plans. You maybe be able to switch over before you go, then switch back when you get home. They're usually good about prorating the costs.
That's the way I did it and it came in really handy when I wanted to book an escape flight before a hurricane hit. The Mexican numbers were all swamped plus off at night, but I just called the airline's US number.

Otherwise, it's handy to have a cheap phone plane and that's what I use. I'm on a family plan with the kids, but I have one of them set up as primary so I can leave the group without problems. Same bill, separate plan. Block data & texting, then call back later to make sure everything got changed okay. Mobile to Mobile and Friends & Family does not work while in Mexico, but you do get 1,000 Nights & Weekend minutes along with your selected rate plan. Just be careful about prorating so you don't go overtime before, during, or after your trip. See http://www.verizonwireless.com/b2c/splash/mexicoplusplan.jsp

I do take my phone in my dry bag onto the boat, but turned off. I want it handy in case I want to call DAN, but have only used it from SIs on the beach, away from others, to call friends back home and brag about the trip. Oh, my Barrage phone is waterproof to 3 ft.

The day when cell phones can ring underwater is the day I quit diving!

You obviously don't dive in a drysuit, or with other people who do.....

If I see someone wearing a dry suit in Cozumel in June, I'll know I'm on the wrong boat.

Well you can use it for a computer and a camera under water. iPhone Dive Computer | Scuba Diving iPhone Case, Dive Log

and you can get headphone for your ipod iDive iPod Case and Speakers Are Waterproof Up to 300 Feet

So there must be a phone call case out there.....

That dive computer option is interesting. Pity they only do Apple. Pretty sure there are lots of cases that let you use your phone to play music or something underwater regardless of the brand. I don't really see the point but every LDS in my area has a rack full of cases for that purpose.

Having you phone ring in your dry suit without being able to answer / see it is just punishment for taking it with you. Would love to see some idiots face in this predicament.
With my track record, I would leak or something as my dry suit is dry only about 90% of the time. The other 10% of the time, something leaks someplace.
