If I use zipties on my bags, and then get to my destination needing to open them, with no nail clippers, scissors, or knives allowed as carry ons how the heck do I cut off the zipties???

Do I go to the local gift shop and but clippers?? Hide a pair in the outer pockets of my luggage, then why use zipties????

Zipties are there for only two reasons - (1) to prevent accidental opening and (2) as tattletales... to reveal intentional opening (which is why you snould use different colors and/or odd sizes, thus reducing the chances that the thieving baggage handlers replace 'em after their thieving)
The only folks authorized to open your stuff are security/customs folks and they should replace the tie with tape that announces they've inspected.
As for getting 'em off, when you put 'em on leave 'em loose enough to slip a cheap ballpoint or similar object through the loop; a gentle twist will break 'em loose.
