The Cayman Islands has started its "Global Citizen" program whereby remote workers can establish residency for up to two years. The internet here is fine, the food is some of the best in the Caribbean, the island has been essentially covid-free (no community spread) for about 10 months and there are no restrictions at all, and the diving is great. You would also qualify for resident rates for diving, which can be up to 50% lower than normal dive rates (although currently there are only residents on island since the borders closed to tourists a year ago, and the rates are slightly higher to make up for the lost business). And there is shore diving, of course. You would have to quarantine for 10 days if you are vaccinated (14 days if not). We have a few remote workers staying in my building who are here through that program and it's worked out well for them.
