Are they interchangeable between brands? For example, will the QD fitting for an Oceanic Pro Plus allow me to pop that off and hook up an Atomic Aquatics Cobalt? Or vice versa?

No, most are slightly different. This is true for many but not all HP QDs (i.e. non scuba liquid / gas hoses etc.).
That said most QD can be removed from the hose/computer. For example the Suunto QD can be bought separately. The Atomic Male QD is built into the computer. Not sure about others.
