I really would not expect a trooper to enforce on another on stretching rules nor informing. They trust each other so much in the line of danger. It's a touchy situation but the truth will come out among them at least.

Not necessarily, could've just as easily got stuck in muck on the bottom and been unable to surface or hit his head on something by the boat ramp and was rendered unconscious. There really isn't enough info available to do anything more than make WAGs. Regardless, it's a sad situation.And? In 9 feet of water one has to be also overweighted by a 3-digit number of pounds and/or incapable of swimming, nor "jumping off" the bottom milspec-style, for it to matter.
