I don't know. He may have been a recreational diver, or maybe since it was so shallow maybe it was a Try Dive. Maybe more will be explained.

I'd bet he was found with weights attached.
 
I really would not expect a trooper to enforce on another on stretching rules nor informing. They trust each other so much in the line of danger. It's a touchy situation but the truth will come out among them at least.

Well IMO that other trooper is going to be in hot water for allowing the use of the gear assuming it was assigned to him for his use. Kinda like , hey can I borrow your service weapon to go shooting?

Not necessarily, could've just as easily got stuck in muck on the bottom and been unable to surface or hit his head on something by the boat ramp and was rendered unconscious. There really isn't enough info available to do anything more than make WAGs. :( Regardless, it's a sad situation.
