Ahhh, the plot thickens! If you called the dive for safety concerns because of the low vis, would you have gotten the opportunity to dive the cert dive again at no cost to you? I would expect not.

I suspect that paid certification dives or other dives, with the motiviation to not have to pay for something twice, may drive many people into making dives that may not be safe to make.

Quite the dilema, with the cost/budget pressure possibly stronger than any peer pressure.
