Potassium hydroxide in ethanol is great to remove silicone grease from glassware. I am pretty sure it etches away the glass as well. Sodium hydroxide in propan-2-ol is milder, I believe.
We keep 20 liter buckets half-filled with isopropanol / KOH in lab to clean glassware. Ethanol is less convenient for a variety of reasons, but not noticeably harsher or milder in practice. Yes, glass will get etched, but the process is VERY slow and mainly just accentuates existing scratches after many many cleaning cycles. I suggested isopropanol (rubbing alcohol) / sodium hydroxide since lye (aka Drano pellets) is easier to find for folks without access to a chem stockroom. And better to use rubbing alcohol than wasting anything from your liquor cabinet ;)

But to reiterate: physically remove as much silicone grease as possible, then soak with an alkaline solution to remove the remaining film. Water-based should work, alcohol-based will be faster, but might be overkill. Heat helps.
