Yes, Mammoth lake is open.

We dove Mammoth lake last weekend. The shop claimed vis at 8-15 and temps in the mid to upper 70's. This was about right, vis was sometimes closer to 8' and the temps were comfortable in a 3ml.
We dove the middle of the lake and saw the fire truck and a few other things like a few sunken boats.
As far as a comparison to Twin lakes, it's probably pretty close in terms of vis. Blue Lagoon has better vis IMHO.
I hope that the vis gets better in time. If it does it will be quite nice. In terms of area and dive sites, it's probably on par with Blue Lagoon.
I give it a 5 out of 10 right now.
