Are you aware that the provider of the dive tanks can go to jail for many years if an accident happens? And that this would bankrupt his company?

Do you have any source or citation for your statement or any news reports if this happening? As I'm sure you're aware, there are many operators and resorts, including in Lembeh, that allow unguided/solo diving on their house reefs. What's your opinion on this...should guests decline these opportunities?

It happened in Bali. However, the owner of dive shop didnt go to the jail but he had to report to police and not able to run his shop until the case was closed. I'm sure it cost him lot of money and effort to close the case. I'm sure if the "owner" of dive shop is foreigner, he will be deported.

From the shore supervised diving in buddy teams is considered to be within the law. But solo diving never. Look up the Law on recreational diving, 2016.

Yes I am sure if there is a serious injury or death of a diver, there is an investigation if they are diving with a guide/shop or just renting tanks from a shop and diving on their own. (Especially if it makes the international press or social media.) The point being these is police investigation in both cases; not just if it's a solo diver.
