By regulation, solo diving is not allowed in Indonesia for recreational diving.

That very well may be the case, but I have been solo diving on more than one house reef in Indonesia so the question is a reasonable one. I just didn't dive the house reef at Papua Paradise at all. It looked like a very nice shallow reef and those that did dive and snorkel it were happy.

There's so many tourist riding scooter without having valid driving license or how many people riding motorcycles not wearing helmet.
Similar with solo diving, if something happened then the dive center will get lot of trouble with the police. It happened in Bali; the owner have to visit police office many time and spent lot of money.

Do you have a reference for that? I’m not challenging your assertion. I once repeated someone else’s claim solo was outlawed at another destination, and that turned out to be untrue. If I mention it to others, I’d like a source I can point them at. Tried Googling to no avail.

By the Law number 7, minister of Tourism, of 2016 a diver have to be accompanied by an Indonesian dive guide.

And further detailed on the attachment SOP, chapter 2.C.3.a, explicitly stipulate that solo diving is prohibited for recreational/tourist diver.

What do you think to get out of this new thread? An answer you like more?

If anyone believe he/she can readily find operator offering solo diving in Indonesia or anywhere in SE Asia. Let them come. Period.

I suspect the value of this thread is in informing divers of the situation. It’s prohibited. It sometimes happens anyway unofficially. I doubt any business will be foolish enough to publicly advertise supporting it.

Good to know, especially since ‘house reef’ quality is sometimes a significant draw for an accommodation provider.

The question on solo diving kept popping up regularly.
I have never shared a dive boat when ONE diver was allowed to dive independently in SE Asia.
House reef is a grey area as long as nothing happened.
