For me it's part of the dive plan. On most open ocean dives I wear a snorkel on the mask. On shore dives with a long surface swim I wear a snorkel on the mask. On dives with penetration involved I don't wear a snorkel on the mask - unless there's a surface swim to the site, during which I do wear one but take it off and stow it for the penetration. Today's dive is a shore dive in a local lake with no surface swim, and no chance of rough water - I won't carry a snorkel with me.
To me, the snorkel/no snorkel debate is a non-issue. I wear one when it's nice to have one, and I don't when it isn't.
And oh, yes, I wear one whenever the operator I'm diving with requests it, without wasting one single mote of emotion.

I always have my snorkel when I dive, just a habit I got into early on.

As far as snorkel requirements in the Keys, that will vary from dive op to dive op. You must have come across one of the ones that have a strictly enforced snorkel policy.
