Snorkeling Vacation Advice Needed

I just want to re-iterate what 2toDive just said. The FL Keys are not a good snorkeling venue. The only good snorkeling is 7 miles offshore on the reef, which limits you to snorkeling on tour boats. Also, winter in the Keys can be windy and cool. When strong cold fronts come through, it may be too windy for the boats to go out. If snorkeling is your main interest for a vacation, I would consider going elsewhere.
 
I have to agree with the other posters...the Keys will be terrible for you if you are determined to do shore diving....
Coming from North Carolina as it appears you are, I think you should consider Palm Beach diving. There is good snorkeling off Breakers Resort on the island of Palm Beach ( you park at the public beach and walk about 1/8 of a mile), and also in the Palm Beach inlet..either the jetty ( you dive from the extreme south end of the beach on Singer Island at the pumphouse) or the now world famous Blue Heron Bridge dive site.....the Bridge and the jetty dives are high tide dives, meaning each day you dive according to the time of high tide.....at the bridge, you can start an hour before high tide, the hour of slack high tide, and many people stay to an hour past high tide.....at the jetty, you are much closer to juist the one hour of slack high tide.

I would be happy to tell you more about these snorkeling sites...the bridge is scuba dived heavily, but at only 10 feet deep for most of it, and 15 at the deepest hole you can find there, it is fine for snorkeling :-)
You can get very inexpensive accomodations nearby--cheaper away from the water a little, but there are even some mom and pop type motels on Singer Island that are very reasonable in price.
