    I wonder if someone set it up for a Halloween photo opportunity and never bothered to clean it up. It would be quite unpleasant to stumble upon that scene!

    Edited later: Never mind that idea I just saw that the sign said "August" so not Halloween!

    I figure it was a dive instructor, and they were on the navigation test.

    See how many freaked and did an emergency ascent. :)
