Not necessarily; it really depends on what you consider fun. We started taking our daughter on our yearly trips to Cozumel when she was 6 or 7; and we started her diving with us when she was 13. She's 22 now and we still take her down there diving with us every May. Look up "quality time" in the dictionary and you'll find a picture of that; my memories with her on Cozumel are some of my favorites, even when she was a little kid. YMMV.
