Sign language taught and used in OW courses would certainly be advantageous. More detailed communication underwater right from the initial stages of recreational dive training would increase safety and diver awareness.

However, like radio comm, communication underwater must be kept brief, to the point, no BS. a full blown conversation underwater would not be practical in anyway, unless you're stopped for deco.

It would be up to the OW instructor to make sure students understand basic hand signals that are routinely used in diving. It is the job of the students to practice and commit them to memory.
