My Sierra booster is shutting off well before reaching even 3000 psi for transfilling helium. Can someone forward an operators manual or give me an idea of where to make adjustments

First. You are aware that the Sierra Booster was never designed for compressing Helium.
If so then first do a diagnostic test. That is to compress either a gas with a gas density it was designed for or similar such as dry air of dry nitrogen and compare the cut out pressures if there is a difference or change in cut out pressure. The cut out pressure will be Higher or Lower or the same.

Second define your cut out pressure in the first place and avoid the forum making wild ass guess comments.
