Can someone please explain to me in real simple steps how to shrink my picture to 1 7/8 x 3 1/8 with a minimum 200 dpi and less than 3 mb in Photoshop?

HELP->RESIZE IMAGE->FOLLOW INSTRUCTIONS....
 
Thanks Ron. Even the far from technological savvy like me can follow those directions. If I had known it was that easy, I'd have saved myself a lot of frustration last night.

I should have added that if you want to resize for a print, first use the crop tool (square iat the top left of the toolbar), use the Style option (center at the top of the screen), and pick fixed aspect ratio. Enter the numbers you want 8, 10 for an 8x10 for example. Then make sure the crop tools is clicked, move the mouse to the print, and click and drag the pointer over the image to select a crop area. Once you have a crop area selected, then you click IMAGE->CROP Once the image is cropped, than you can use the HELP->RESIZE to selct a DPI, and resize to the selected ratio.
