Here's my take. Do the math. There's a huge cost in ownership. The VIP and hydro's are all on you. Most places will rent a tank for almost the same price they'll fill it for so you're not saving a ton.
If you're a single diver, diving less than ~ 30 times a year then it's not worth it. The last time I was in FL I rented a tank for $6? Fills were $4?
Now it is worth it for convenience to an extent, but without a compressor you're still bound the the shop for fills, it just means you can plan better.
Personally I currently own, maintain, and fill 17 tanks. It's for convenience. I'm not saving a dollar.
