The closest really good shore diving site from cbbr is buccaneer reef / MVP tibbets. You would have to walk down the road, across the island, and a short way on the other side. A fairly long walk with gear.
There is one possibility near cbbr for a shore dive, but it does entail some risk of being drug off by the current. It is just on the outside of the channel marker where the boats go thru. You would rent tanks and walk east down the beach a bit.
The previous suggestion of hiring a guide with a vehicle makes the most sense if you do not want to rent a car. The cars are not horribly expensive on cb.
We consider cb to have the best shore diving in the Caribbean. You are really missing out if you go there and do not shore dive. We don't like being told where we have to dive, how deep we can or cannot go, or how long or short or dive has to be.
For our next trip there we may do the nondiver package at cbbr and just shore dive.
