Shore diving

Orchid Island in Republic of China.
Flying Fish festival.
There is shore diving there and both Orchid Island and Orkinawa has many similarities in culture.
Flight from Japan to ROC shouldn't be that expensive and long.

Both of you would have to spend most of the time outdoor.
Green island is just a ferry away but the sea can be tough.

Silly me! Forgot to mention that the ferry won't be running in winter but April should be fine.
