St. Croix, Maui, Kona would all be good choices.

I live near Monterey, CA--some amazing diving here too.
 
There are many shore sites on the east coast, especially where I dive in NJ.
 
Monterey, CA - I've been blessed to have dove most places in the world, and Monastery Beach (north side) still ranks as the best dive of my life.

Why do you want shore diving? I like boats! As a new diver, you need more help anyway.
 
I've shore dived up and down the West Coast -- The Seattle area has a LOT of very good shore diving, although visibility can vary wildly depending on the time of year. Monterey has extraordinary topography and some amazing color and life, but I've come to the conclusion that, to see the best that Monterey offers the recreational diver, you need a scooter or to dive from a boat. SoCal has some very nice shore diving, but the problem there is that the pesky water MOVES . . . if you are not accustomed to surf entries, SoCal can be a bit stressful :)
