For the record I interpreted that musing "I wonder what the cause of the heart attack was"
That's wrong-read.

The first clause tends to minimize or eliminate the potential CoD. The second clause expresses the question as to what it was.
 
I don’t understand why there is a reference to his job, it isn’t relevant.
Because the notice was about the loss of a valued peace officer.

The scuba angle is only a tiny, tangential part of it. If anything, the scuba reference (unimportant to the message) was to eliminate any confusion to a line-of-duty death.
