I am guessing that some meanings were lost in translation, so maybe he was hunting edible crustaceans maybe, and that air got mistranslated into oxygen? Proper training and practice of CESAs and ditching weights in a panic could have made this an Ooops instead.

Man dies searching for shells while another dies in marathon | The Thaiger
A man has died while searching for shells off Jomtien Beach, just south of Pattaya, after running out of oxygen. The man reportedly ran out of oxygen 9 metres underwater, when using scuba diving gear in deep waters. Rescue divers arrived at the scene and found 10 fishing boats about 1 kilometre away from the beach where local fishermen were searching for their friend. They say it took about 20 minutes to find the body of the 35 year old Thai man, in which they then pulled his body up onto the beach.

The rescue divers, from Pattaya Marine Rescue Department say the man was from Sri Racha, along with his fellow fishermen. Workers also claim the malfunction of the diving gear was possibly attributed to the man’s inexperience diving.

I wonder If the OOA was a gear problem, or this is a translation issue.

This story paints a different picture with him using surface supplied air.

Inexperienced shell diver drowns in Pattaya - Pattaya Mail
A diver hunting for shellfish drowned off Jomtien Beach after his surface-supplied air failed.

The unidentified victim in his mid-30s was pulled from under one of ten small fishing boats moored about 1.5 kilometers from Jomtien Soi 5 on Dec. 11.

Other fishermen said they all had come from Bangpra District to dive for shells. However, the dead man came alone, was inexperienced, and used substandard equipment. The hose connected to the air generator on board disconnected when he was almost nine meters below the surface.
