Yeah I'm sure you can make your own out of some tubulat steel. But I'm sure you would need some really thick steel like 4 gauge or so. Andthen it's gonna add quite a bit of weight.

You'll also need some kind of winch/crane/A-frame to hoist the thing around. Where are you diving that you need a cage for anyway?

Weld one out of aluminum.

Just use PVC tubing and paint it with silver paint so it looks like metal. 99% of the time, it will be fine. Plus you won't have to bother with a winch, boom, and all that other stuff you would have to maintain.
That other 1% - mount a housed video camera on a boom pole you can lower from the safety of the boat. That's gonna be some cool footage.
