We always lock our valuables in the luggage and use either the in room safe or safety deposit boxes at the hotel. It's just a good policy, out of site out of mind as they say.
I think you would have to be worried more about some other "tourist" breaking into your room than the staff at the hotel bothering your stuff.
I've left loose change sitting around and have never had it taken by housekeeping or other staff members.

When we rented a car from a low cost place (ISIS) we were warned not to leave any valuables in the car. Other than that, I have never had a problem and never been warned of any problems. *knock on wood*
