I reread my first post and I see where I said "delivery force through the first and second stage" so I can see where the confusion came from... Like I said, I am not the best communicator! You all have a great weekend! Thanks again and I appreciate all the feedback...
 
Once air begins to flow out of the regulator it is at zero pressure relative to ambient surrounding pressure. It is some value above surface atmospheric pressure depending on the depth but zero relative to the diver
Cracking effort is the amount of suction or vacuum in inches of water that the divers lungs produce that is needed to overcome the resistance of the second stage poppet spring and the flexibility resistance of the diaphram before air will begin to flow from the regulator..
