Try soaking it in very hot water then it should slide right on.
 
Mouthpieces go on and off fairly easily. Are you talking about the exhaust tee which can be a problem installing?
 
I removed the mouthpiece from my circa 1971 Scubapro regulator and can't get it back on. Is there a tool for this?

Use hot, soapy water.

If you mean the exhaust tee, I sometimes nuke them while in a bowl of water. Then use a drop of soap.

The soap I use is Dawn, plain old ordinary stuff.

There is actually more than one size opening on mouthpieces. It is possible at some point a mouthpiece with a small opening was installed and thus it is tight. I would suggest, if the mouthpiece is many years old, get a new one.
