The 4mm fitting only holds the filter in place, there’s no real reason for a torque setting other than to keep you from over tightening. Just a little past hand tight is fine for that. The interior 6mm fitting is the DIN retainer and that needs to be torqued to the correct value, or close to it. Again, the big issue is over tightening, but in the case of the retainer you have to get it tight enough so it doesn’t come loose if someone starts twisting the regulator while it’s pressurized on a tank; that happens occasionally when a boat hand is pulling the scuba rig out of the water by grabbing the regulator.

In Dahab my favorite truck driver lifted my rig into the truck bed and did so by the body breaking the torque. Fortunately I had a spare set and ran back to my room, grabbed the spare and dealt with the other later when we got back from diving. He is also the driver who found for me my ($5) Sam's Club camera tote bag after it had wandered off. He was so happy and excited to have found it for me that I just had to give him extra tip for that though he did not expect it, he found it for me out of honor and kindness.

Yes, you want to put the proper torque on that retainer (yoke or DIN) should the assembly get lifted by it, it just happens when things get rushed. No fault, it just is the way of things.
