I would like to train to become a scuba equiptment technician. Does anyone know if I can do this first without actually having a job with a dive shop? Also would like to know of good sources for training. What's the first step?

Usually you have to work for a shop but that's not always the case. Some shop will "sponsor" you if they know you well enough. Stop by a few shops and ask around. You can usually only get training in the brands they carry.
 
if you do a search on Scubaboard, there was somebody who posted a school where you could go take classes on regulator maintenance and was open to anyone. (but of course the courses weren't cheap either.)
 
If you are looking to become an equipment technician so you can sell your services then you will probably need to find the job first. If you are looking to service your own gear or just get smart then this is a great place to start:

Hanging out at a dive shop and expressing interest is a good start.

If you have some degree of mechanical aptitude, can tell the difference between an open end and a box end wrench and know how to properly use a torque wrench you are pretty far ahead of most potential applicants. You may be able to get yourself trained and certified in exchange for a little part time evening or weekend work as a regulator technician for the shop. Working in the shop also solves your personal parts supply problems and in most shops that will get you an employee discount which in some shops is not much over dealer cost - or about half of retail price.
