in my local area, the shops all use the same guy, and he comes by each shop 1 or 2 days a week depending on how much needs done.

looking to do the same kind of thing for the shops where I will be living when I retire (caribbean), there are about 8 shops in a 20 mile radius, would hope to work a deal where I am insured by them when working for them.

I would contact your prospects first to see if they would be willing to buy into the service you are going to offer. Otherwise you risk spending a lot to get qualified only to find you cannot sell your service and skill.
 
You're definitely going to want some sort of professional liability insurance in place.

I hope you'll speak with a local attorney (or an attorney familiar with the laws in your area) about protecting yourself from civil litigation and even criminal prosecution should there be an issue with a regulator you've had your hands on.
