I don't know exactly what is going on but based on some of the posts I've seen from NetDoc and my past experience as a Sysadmin I suspect either they do not have full "root" priviledges, or they are having hardware problems. I suspect these because it is obvious they are moving to a new hosting provider because the current provider isn't providing the service they need. Those are the only 2 problems I can think of off of the top of my head that would require assistance from the hosting provider.
As far as why the site hasn't been moved already, well all I can tell you is this isn't a normal website. Setting up the servers (I assume there is more than one) with all of the software and making sure it all works under load is not a simple task. I am also going to assume that NetDoc has a job and can't devote his full time to this. Purchasing hardware, configuring it, setting up all the software, transferring all of the data, working out details with the new hosting provider, and then testing all of this is a very time consuming process. The transferring of all the data alone would take some time and I'm sure when the last transfer occurs we'll see an outage similar to the last move to allow NetDoc to move over the latest database, files, and any other content.
