My husband and I would like to go diving at Catalina Is. and the Cousteau kelp forest (?). Can anyone recommend a shop/boat to help us out?

get a copy of California Diving News and see what boats are going out and from where - or take the flyer out of Newport to Avalon and make a shore dive at the park, or dive w/one of the shops there
 
and take a look at all of the collective wisdom compiled in the Catalina info sticky in the SoCal section below.
 
Yep, CA Diving news does a great job. If you want to go via dive boat (not stay on the island) you can search the dates you want to go to see who's going there. There are a lot of day or weekend trips to choose from.

Lived on Catalina 37 years and never heard of the "Cousteau kelp forest." Perhaps you have heard someone talk about the JY Cousteau memorial plaque in our local dive park? You can shore dive it... no need (or even possibility) of a boat dive there.

As for local dive boats, I recommend the King Neptune and Scuba Luv (310-510-2350).
