FWIW, these same advisories were in effect a few weeks ago as well. We went diving anyway and I didn't notice anything unusual about the water or suffer any adverse effects from being in it.
I think that one was runoff related, as it had been raining (noting like a little petroleum, pesticide and poop in the water!). If it really smells like sea lion poop, it must be worse than it was a few weeks ago - I'd probably stay out if there was anyting noticeably icky about the water.
What I'm trying to say is, I think these warnings may be more common than we realize. If I hadn't have stumbled upon the warning website before heading down, I would have had no idea this advisory was in effect (there were no signs at the beach as I've seen in SoCal when water is deemed unsafe for swimming).
