Very comprehensive list. Here's what I carry on all open-water dives:
1 meter DSMB with over-pressure relief valve on a spool with 100 feet of line
3 meter SMB with SOLAS tape
EMT shears
Knife
Signal mirror
Whistle
C-A-T tourniquet
Sea marker dye
Air horn on my inflator
If I'm in a remote area with strong currents, then I also carry a GPS emergency locator beacon, registered with NOAA.
I'm considering a small square of a space blanket for sun protection while on the surface.
My gear choices are based on my experience in the Navy with searching for people in open water. The signal mirror and sea marker dye are particularly good for making sure that aircraft can find you in open ocean.
The time of diving in remote place is history for me. So I carry a lot less: smb with spool, line cutter and whistle. I do carry a torch all the time but do not regard it as safety equipment.
