Resort reg questions

I am thinking about buying the resort reg i like the simpicity ,just wanted to know a couple things.
1. is second stage balanced and 2. Will it be ok for diving in mountain lakes , What temp is it tested to.

i will not be diving under the ice,but it may be 38-40 degrees in deeper depths.
most of my diving will be about 45 degrees and up.

The second stage is balanced.

You should be fine in water over 40 degrees, depending on your breathing technique.
