is it appropriate to use the report a post function to get a moderators attention about moving a post? If not, what are the approriate responses to that situation?

Yes, it is appropriate and we welcome all suggestions. You also have the option of PMing any mods online at the time.
Just keep in mind.... even though at least one mod will review the suggestion, we may not move the thread. Sometimes a thread or topic may be approprate in more than location, so if the topic is appropriate for the forum it originated in it may not get moved
