Previous owner spray painted his initials on some worthington steel tanks. Does anyone know the best way to remove the paint without damaging the tank's finish?

Nothing you put on there will hurt the hot dipped galv finish. I'd start with a wire brush and some mild cleaner to see if that does it, as the paint is probably not too well adhered. If that's not clean enough for you, a gel paint stripper will be fine. Rinse very well afterwards, obviously.

Yes, one could do that kind of neat, clean looking job. Or one could just scrawl their initials on the necks with a sharpie...not that I'd ever do such a thing.

Mind you don't paint the whole thing white, though, or the galv won't do what it's supposed to do.

What about solvents like brake cleaner or nail polish remover, and a plastic brush?

Nail polish remover didn't work but brake cleaner took it right off and worked great.
