From what you are describing, she may want to consider a DiveRite TransPlate harness. The harness is very adjustable (I too move from 3mm/rashguard while traveling, to a 7mm when home), and could be what she needs. I love mine. DiveRite also carries the back plates in a short version, depending on your daughter's stature.

2nd on the DGX BPH. My 13YO has been diving my old Mares BPH for 2 years and she will be able to use it for as long as she wants to keep it. I discovered DGX after I had bought the Mares and it is half the cost and better quality.
