older team members often are reluctant to accept changes. I would start by looking at what SOP's may be written down and have the older members make comments if they think things need to be changed and where and how they need to be changed. They should not make comments without offering a solution. Bring the new members in have them go through some form of evaluation then team them up with a older member who is to act as a mentor for them. Rotate the team members around in subteams to find out the strengths and weaknesses and apply these as you need and see fit. Budgets when lacking are hard to work around but be inventive. See what you have on hand for equipment and resources. Schedule training times and work on developing the best team you can with what you got. Also schedule some get togethers where the team members can better understand their fellow divers.
 
The dinosaurs in the team are using standards that were written a while ago. Are there newer standards that could be used as a basis of training? Is there such a thing? There used to be some diver training companies (lifeguard systems) that we used when he team was started almost 20 years ago. Just need help in getting traning regiment up to date.

yes and yes.

Alot has changed in 20yrs - at least for us. As I said if you check with the LGS website that would be a good start but you should really talk to them. You need to be more specific in what you're asking about as Gary said. What aspect of the training do you not agree with? Can't really answer the updating question unless we know where/what you guys are doing now. We need to know what sort of team you have in order to give you good answers. What works for one team doesn't necessarily work for another.
Also, realize that some of the opinions you're getting here are from those who don't know a whole lot about PSD - use the grain of salt rule and talk to a professional PSD educator as I said before.

After many years of mismanagement and bad training, a dive team wants to start from scratch. There are dinosaurs on the team and a lot of new recruits. Would appreciatte suggestions in Recruiting, training, and education. The team has very little funding. They have a potential to raise their own funds. Need help badly,l don't know where to start.

There may be some grant funds that are available and I can share some updated NFPA compliant SOPs. Also, check the training calendar at Dive Rescue International to see if there are any programs offered in your region. The calendar can be found online at:

Hey all, I'm on a 10 "man" Water Patrol/ Dive Team...we are part time, we're all full time patrol or detectives...we get two days a year for traing and a core of us (4) are frequent divers and pursue our diving education on our own...I understand the dinosauer thing...we have "divers" who don't dive and won't drive a boat on the Arkansas River at night...but the "core" of us are good amigos and look out for each other...we have a two man call-out roster that's rotated every two weeks and if one of us is called out, one of the other of us "magically appears"...as a retired NCO, it is sure no way to run a railroad....
