older team members often are reluctant to accept changes. I would start by looking at what SOP's may be written down and have the older members make comments if they think things need to be changed and where and how they need to be changed. They should not make comments without offering a solution. Bring the new members in have them go through some form of evaluation then team them up with a older member who is to act as a mentor for them. Rotate the team members around in subteams to find out the strengths and weaknesses and apply these as you need and see fit. Budgets when lacking are hard to work around but be inventive. See what you have on hand for equipment and resources. Schedule training times and work on developing the best team you can with what you got. Also schedule some get togethers where the team members can better understand their fellow divers.
